A rape crime, perpetrated at Kibati in Rugazi zone of the Kabarore commune in the province of Kayanza, remained unpunished following an arrangement made between the family of the victim and that of perpetrator of the crime. The rape was committed Saturday on June,17 by a certain Habonimana, son of Mangeri. The rapist is 25 years old while his victim is only 12 years old.

After the rape, the perpetrator was arrested and jailed in the dungeon of the Rugazi zone. The next day, the families of the victim and that of the rapist met around the head of zone Rugazi, Mugabonihera Ernest, to arrange friendly the case. The father of the victim was given 60.000 Francs just to close an eye on the case. The rapist was then released right away.

The population of the place complains about this kind of impunity, for a such crime, which encourages the rape criminals. More astonishing is that some administrative authorities are involved in this impunity knowing that such a crime is severely punished by the law.
