There is a shortage of food following the heavy rains which poured down in the commune of Mabayi and hanger is the main reason for the school drop out in the commune of Mabayi. So, some of the children give up the school so that they can go and work in tea plantations of Buhoro where they are paid 30 francs per kilo of collected tea.
The inspector specifies that other children including those of the communal colleges are about to give up school because of starvation. He asks for the government to see what can be done to help these hungry people of Mabayi.
