By the end of July 07, the Ministry for National Defense has just finished with the recruitment of the candidates for the military academic Institute of Bujumbura (ISCAM).

During the test organized for recruitment, the fact was that the majority of the candidates having succeeded the test were from the province of Bururi This situation was troublesome for the authorities of the Institute and the case was sent at the high level for decision. In accordance with the article 255 of the Constitution of the Republic of Burundi, some of them were excluded from the list to re-establish the regional and gender balance. Yet, the 10 candidates are at the same time victims of discrimination according to the article 23 of the same constitution.

In a press conference held on Thursday August 02, 2007, the vice president of the Republic, Dr. Martin Nduwimana, indicated that some articles are irrelevant in some cases, which means it is essential to change them in accordance with the context.
