The police are spreading panic in some communes of Muramvya province.

Battalions of policemen that had come from Bujumbura are ill-treating the population in some communes of Muramvya province. In the commune of Rutegama, a battalion which is at Kaniga locality commanded by Nduwamahoro Desire, kidnap people at night and detain them in unknown dungeons where they are tortured.

According to the information given by the some policemen, they had come to settle order in some communes where robbery has become a daily routine. The victims say that they are accused of cow robbery committed in 1996 but what is curious is that some of them are really innocent.

According to the testimony of the victims, 16 persons have been tortured between the 16th and 19th October 07. They had been beaten and some traces of torture are still visible on their bodies. They put stones in their mouth to prevent them from talking or shouting for help. One of the victims, Ngendanzi Sotaire, said that he spent 2h30 with a stone in his mouth.

Administrative authorities have gone to ask for more information about the situation but they had been told that it was not their business. One more curious thing is that there is a certain Nkundineza Daniel, who speaks Kinyarwanda and who wears military Uniforms while all others are policemen.

According to these policemen, they have helped a lot to reduce robbery in the commune of Rutegama, where 3 motors and a computer have been seized.

Other battalions are reported in the communes of Mbuye and Kiganda and it seems that the citizens are held under the same treatment.
